Meet the Team

Capstone is led by two individuals who combine technical engineering expertise with disciplined project leadership. The firm is structured so that engineering decisions, quality control, and client coordination are handled directly by experienced leadership—ensuring consistent, defensible outcomes on both design and construction-support assignments.

Ron Coupland, PE

Ron serves as Capstone’s principal engineer and is responsible for all things engineering-related, such as design, hydrologic & hydraulic analysis, and production of deliverables.He provides technical leadership, oversees engineering standards,
QA/QC, and ensures that all work meets regulatory requirements and professional practice standards.

Jonathan Schwerd

Jonathan leads project management, the Capstone team coordination, and quality oversight while remaining directly involved in civil design and
Independent Quality Firm (IQF).
His role focuses on aligning design with real-world constructability, inspection, documentation, and client and agency
coordination to ensure consistent project delivery.

Services

City of Goodyear, AZ. Services included delivering quality civil plan reviews and timely correspondence with permit applicants and developers for the on-call contract. The main responsibility was reviewing improvement plans and reports from the grading & drainage, storm water management, water, wastewater, paving, landscape, and dry utility disciplines on behalf of the City for various types of development projects in order for construction to meet City standards. Other responsibilities included coordinating with the City Plan Review Team and conducting quality control for junior staff reviews.

Tempe Indian Bend Wash Multi-Use Path Improvements Design. City of Tempe, AZ Designed GSI and grading improvements for a new section of multi-use path within Indian Bend Wash to support a $3M trail rehabilitation effort. Included coordination with the US Army Corps of Engineers to secure a Section 408 Permit due to the presence of certified levees on each side of the wash.

Drainage Studies

Arizona Canal West Area Drainage Master Study. Maricopa County Flood Control District. The purpose of the project was to continue the detailed analysis of existing flooding hazard conditions on a large watershed-scale level. To achieve this, a FLO-2D model for the 60 square mile, highly urbanized watershed was developed and included elements such as culverts, complex storm drain systems, property walls, and one-dimensional channels. With model building automation and robust model quality control and documentation measures to ensure consistency, model debugging was heavily mitigated. For example, early model runs with storm drain did not exhibit a large amount of continuity error and only minor fixes were necessary to achieve FCDMC model quality standards.

City of Phoenix Riding Stables South Mountain. City of Phoenix, AZ. In the Project Manger role services included the rehabilitation of the 4-acre city recreation facility. Responsible for the preparation of construction documents including: water, sewer, grading and drainage. Coordination with City of Phoenix for plan approval.

ADOT South Mountain 202 Maintenance. Served as IQF Project Manager for pavement striping on more than 176 lane-miles of ADOT Loop 202 freeway. Provided direct oversight of an eight-person inspection team, including training, daily field operations, and quality control execution. Responsibilities also included the review and confirmation of construction methods and procedures, overseeing acceptance testing, and maintaining compliant quality documentation.

Glendale Civic Center Drainage Report. City of Glendale, AZ. The project consisted of the remodeling of 2 acres of property from private businesses to a public recreation area in downtown Glendale. Responsibilities included direct hydrologic and hydraulic analysis of proposed Civil Center improvements with recommendations for design.

Naco Master Drainage Report. Customs and Border Protection, Naco, AZ. The project consisted of 10 miles of roadway being constructed adjacent to the US/Mexico border. I delineated and determined the discharge of over 30 drainage areas ranging from 7 acres to 5 square miles I designed 47 drainage crossings consisting of 29 at-grade crossings and 12 culvert crossings, as well as designed the inlet and outlet erosion protection for the crossings.

Douglas Master Drainage Report. Customs and Border Protection, Douglas, AZ. The project consisted of 13 miles of roadway being constructed adjacent to the US/Mexico border. I delineated and determined the discharge of over 54 drainage areas ranging from 1 acre to 55 square miles. I designed 25 drainage crossings consisting of 15 concrete at-grade crossings and 10 culvert crossings, as well as designing the inlet and outlet erosion protection.
